JOINT RESOLUTION
Proposing an amendment to the Constitution of the United States relative to limit the
term a member of congress may serve, political contributions to all federal elections and the
recall procedure to remove a member of congress.
1. Resolved by the Senate and the House of Representatives of the United States of
2. America in Congress assembled(two-thirds of each house concurring therein) that the
3. following article be an amendment to the Constitution of the United States, which shall
4. be valid to all intents and purposes part of the constitution when ratified by the
5. legislatures of three-fourths of the several states within seven years after the date of its
6. submission by the congress.

7. Section 1. No person shall serve more than one, (1) six year term in the House of
8. Representatives or the Senate. No one serving in Congress shall be eligible for
9. reelection whether appointed or elected. Any person serving any portion of a term
10. is not eligible for reelection. Every two year election cycle one-third of the congress,
11. those having serve the longest, will not be eligible for reelection.
12. Section 2. The section pertains to all federal elections including: House of
13. Representatives, Senate, and Presidential elections. All political contributions shall be
14. limited to $1,000 per voter, per election cycle. Only citizens of the United States
15. who are registered to vote and reside in the district in which the candidate is running
16. may donate to a campaign. Donations must come directly from donors own funds.
17. Anyone violating campaign donation law shall be imprisoned for a period of no less
18. than two years per event. All political action committees are illegal.
19. Section 3. Any member of congress may be recalled by a petition with signatures
20. of 30% of the voters who voted in the election in which the office holder was elected.
21. When a vacancy occurs because of a recall, the executive authority of the state in which
22. the recall occurs shall issue a writ of election to fill the vacancy. The legislature of said
23. state may authorize the executive thereof to make a temporary appointment until the
24. people fill the vacancy by election.
